Mallory Baxter works on thematic research at Mastercard Foundation where she specializes in research, evaluation and learning in the education sector. Prior to joining the Foundation, Mallory was based in Rwanda where she managed a number of complex data collection and research projects. She brings to her role a strong understanding of government policy-making having worked in public finance at both the Federal and Provincial levels in Canada. Mallory holds a Masters degree in International Development from the Johns Hopkins School of Advanced International Studies and a Masters degree in Economics from the University of Guelph in Canada.
